The Infrastructure & Natural Resources Department (INR) supports the development of industries that can harness natural resources and major infrastructure projects vital for many of the world's developing countries, are a key source of jobs, energy, government revenues, and a wide array of other benefits for local economies. IFC's goal in the infrastructure and natural resources sectors is to help developing countries realize these benefits, while helping promote sustainable energy sources. We provide financing and advice for private sector clients, and help governments adopt effective regulations and strengthen their capacity to manage these industries across the value chain. We also provide advisory services to companies to ensure that local communities enjoy concrete benefits from projects, focusing on transparency, supply chains, jobs, environmental stewardship, and community engagement.
The Sustainable Infrastructure Advisory (SIA) unit within the IFC Infrastructure and Natural Resources Department helps IFC clients manage social risks beyond compliance, improve stakeholder engagement and promote community benefits. The SIA team works with clients on building local capacity to maximize benefits to communities and bring business value to the private sector by linking business objectives to local community development. The team works with individual firms or at the sector level and in partnership with government, civil society and donor organizations. By helping clients understand and manage risks, SIA gives IFC and other investors comfort and increased confidence in their investments as well as the broader development impact. Since 2017, SIA manages an active portfolio of $50 million across the globe, directly benefitting clients and communities and preserving value for more than $4.2 billion in investments.
In Guinea, SIA is implementing a 3-year program to support its clients in the mining sector, to to improve the capacity of local institutions and develop long-term partnerships with large mining corporations to lay the foundation for increased and sustainable local economic development opportunities for local businesses with focus on women and youth within and beyond the value chain of mining projects. The project's coverage area will focus on the Boke region (Boke, Kamsar and Sangaredi prefectures). The project will work with the Ministry of mines, Chamber of Mine, BSM, business development service providers and local commune to support sustainable mining and foster economic growth and diversification for host communities.
Duties and Accountabilities:
The Associate Operations Officer will support the day-to-day implementation and coordination of the Local Economic Development Program in Guinea. The incumbent will be based in Conakry, with frequent travel to the project sites and report to a designated staff member relevant to their primary function. His/her responsibilities will include, but not limited to:
- Support the Program manager and other team members in the preparation of work plans compiling implementation performance data and drafting the program's the semi-annual supervision reports, donor briefs and other reports as may be required;
- Participate in the procurement of program related services through contribution in the selection, screening of services providers and evaluation of technical proposals submitted through the procurement process;
- Coordinate the delivery of program related services by working with service providers and implementation partners on planning and roll-out of work plans, providing quality assurance and compliance on timeline, budget and contractual agreements with IFC;
- Lead program-related activities on new media and facilitate engagement youth and religious leaders;
- Participate in statutory and ad hoc field missions, as necessary to provide inputs in the assessment of the quality of the work delivered by implementation partners and other services providers selected to carry out specific assignments as part of the work plan;
- Engage with the World Bank, IFC investment and country teams, other IFC departments as necessary under the guidance of the Task Team Leader;
- Build and maintain relationships and strengthen networks with key stakeholders including IFC clients, government officials, civil society groups;
- Support the team to develop a strategy for successfully engaging host communities, IFC clients and other relevant stakeholders ensuring synergy with donor and other programs in the project area;
- Support the organization of program-related events, including responsibility for preparing meetings notes and disseminate accordingly and ensuring that the outcomes of the Working Group and other events are reflected in the design and implementation of Program Activities;
- Support the Project Leader and work with the regional and global SIA team to develop and disseminate lessons learned and knowledge materials for internal or external use.
- Participate in development fora and industry events related to the objectives of the Program or the broader mandate of INR Advisory to enhance networking, collaboration, lesson learning and knowledge sharing;
- Provide overall support to the regional and global SIA team as required.
Selection Criteria
- A Master's degree or equivalent experience in a relevant discipline e.g. business, finance, economics, international development and/or engineering;
- Four (4) to six (6) years of experience in community/social development, economic development;
- A proven track record in designing, implementing, and managing complex operations using innovative approaches, including demonstrated ability to uphold operational procedures;
- Ability to develop and manage relations with diverse stakeholders; including a range of private and public sector partners;
- Knowledge of mining and infrastructure projects (i.e. power/renewables, water, transport);
- Good experience with capacity building and training programs for local businesses;
- Excellent oral and written communication skills and ability to effectively dialogue with and relate to clients and stakeholders; and
- Good understanding of business and socio-economic conditions in the interior of Guinea;
- MS Word and Excel proficiency;
- Excellent written and verbal communications skills;
- Fluency in English and French required.
