Guinea has begun the process of preparing for the 2019 legislative elections and the 2020 presidential election in a context of political tensions between political parties of the opposition and the government and their respective supporters. Since the first multiparty election in 2010, electoral processes have been peppered with pre and post electoral violence. For the 2019-2020 electoral cycle, the recurrence of a highly polarized political discourse and the lack of consensus on the electoral legal framework has, once again, created a significant potential for violence and the risk of disputed elections. The busy electoral calendar and voter's registration in these circumstances raise many challenges.

As a response to these challenges, IFES, through the USAID funded BEACON (Building Electoral and Accountability Capacities, Orderly Norms, and Democratic Governance) project, aims to support the actors in the electoral process to engage in a peaceful, effective and transparent management of electoral disputes. The project aims in particular to: (1) inclusive dialogues and consensus building be institutionalized among key stakeholders to resolve electoral disputes, and result in agreements to strengthen the legal framework, the institutional legitimacy and capacities of electoral institutions and that; (2) Electoral Commissions (at the central and local level) and judicial institutions mandated to manage electoral disputes have developed capacities to hold free, transparent and fair elections, and to resolve potential disputes related to electoral processes.

It is in this context that in November 2019, IFES identified the need for capacity building (and proposed related activities) on EDR for stakeholders in the electoral process. The implementation of these activities requires technical support, sough through this consultancy.

The consultant is expected to present on EDR international best practices as well as preparing presentation/training materials in close coordination with IFES, and leading training session(s) at an event that will bring together actors of electoral dispute management for a dynamic exchange and experience sharing. The consultant will also be expected to prepare a brief summary report on his/her work and the activity, with emphasis on key moments in terms of learning, knowledge, needs, and recommendations.

• Demonstrated experience in constitutional and electoral matters in Francophone Africa;
• Demonstrated experience in facilitating training and orientation sessions for Constitutional Court officials and other stakeholder institutions in electoral processes.
• Excellent communication skills with an andragogical training mode.
• Fluency in French required; fluency in English preferable, but not required.
