Job Purpose and Organizational Context
Under the guidance and direct supervision of the Deputy Resident Representative, the Innovation, Partnership and Resource Mobilization Specialist spearheads the CO innovation agenda and overall efforts to sustainably build partnerships and mobilize resources.
In addition to providing intellectual and strategic leadership on innovation subjects, he/she contributes substantively to the wider innovation community of practice, including with UN system, bilateral partners, and external experts.
Moreover, he/she will develop the country office partnerships building and resource mobilization strategy, tools and procedures and coordinates their implementation, leads donor intelligence, supports strengthening of UNDP position within the UN family and developing strategic partnerships with government, donors, private sector and CSO.
Duties and Responsibilities
Summary of Key functions:
- Delivery of Technical Advice and Support on Innovation Policy Development and Programme Management

Delivery of Technical Advice and Support on Innovation Policy Development and Programme Management
- Keep abreast of regional discussions, developments and main events as they relate to the innovation knowledge domain within UNDP and broader networks.
- Development of the CO innovation agenda including developing and testing new concepts, products, tools and resources.
- Contribute to the design of innovation activities and initiatives by developing prototypes, analyzing and reporting their impact and assessing their scale up at country and sub regional levels.
- Provide support in innovation project design, planning, implementation, monitoring, evaluation and results reporting in line with RBM guidelines, and support quality assurance, risk management and due diligence processes;
- Support the monitoring and management of risks across the portfolio of advisory engagements in the innovation knowledge domain;
- Contribute to capacity building of national counterparts as it relates to the innovation knowledge domain in support of achieving the Strategic Plan and other nationally and internationally agreed development goals.
Formulation and implementation of CO strategies related to RM and partnerships building
- External and internal analysis for assessing CO opportunities for resource mobilization.
- Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs.
- Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies.
- Development of a detailed Partnership and Resource Mobilization (PRM) CO Strategy with planning tools to implement the strategy.
- Negotiation, drafting and revision of agreements with donors.
- Assessment of CO level of engagement with each donor: areas of interest; development of strategy to position the CO to become a priority partner for the donor.
- Identification of emerging sources of funding; assessment of their current usage and potential for the future.
- Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP' added value and potential role).
- Development of specific donor fund-raising strategies and approaches.
- Engaging in partnership with non-traditional stakeholders such as private sector and academia.
- Implementation of CO strategy for partnering with UN Agencies around UNDAF.
Programme Management
- Contribute to the preparation of high-quality project documents and proposals
- Participate in the design and formulation of development projects in consultation with all stakeholders.
- Support the implementation of UNDP internal policies and guidelines for Program-related matters and their implementation in the Country Office.
- Provide substantial support to UNDP internal reporting exercises.
Knowledge Management and Knowledge Sharing
- Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts.
- Contributions to knowledge networks and communities of practice.
- Facilitate CO access to information, key players and evidence in innovation as it pertains to UNDP's main area of work.
- Support capacity development of UNDP staff in application of innovation tools and practices, including support to staff exchanges and twinning initiatives between COs and the Regional Hub, and conducting training / organization of learning events.
- Organization and conduct of trainings on RM and partnerships building in the Country Office.

- Master's degree in social policy, public policy, politics, economics, development studies or a related area.
- A first-level university degree in combination with 1 extra year of qualifying experience may be accepted in lieu of the master's degree.
- 5 years of relevant work experience at the national or international level in resource mobilization and partnership development.
- Extensive experience working on innovation and applying innovation methodologies, including design thinking.
- Familiarity with a broad range of innovation approaches and methodologies, including but not limited to alternative finance and data innovation.
- Proven experience in partnership building with non-traditional partners such as private sector and academia.
- Proven experience working with national/international bilateral partners on development projects/programmes.
- Strong problem-solving skills.
- Strong capacity in the usage of MS office package (Word, excel, Powerpoint, etc...).
- Experience with the UN system and the Sub-Saharan Africa region is an asset.
- Fluency in French and English is required for the assignment.
